What are the qualities of a good government?

Governments are essential in providing structure to nations, states, cities, schools, businesses, and so on. The history of government and its use in the 21st century originates from Ancient Greece and Rome. So the question is the following:

Ex. The essence of any good government is to represent the will of the people. Any good government will provide a system of structure and integrity so that it can function well. In order for this to happen, government must educate its citizens. Citizens who lack education can never make informed decisions regarding law, the economic status of a country, and social programs that affect many individuals who are dependent on the government for support. In addition, a government that is good is one that will allow for open criticism. This way government is aware of the thoughts of the people and able to stay relevant. A good government is one which listens to its citizens.
